That Ganges water is from the holy Ganges river. After traveling a long way full of difficulties, offer water to Shiva. The biggest thing is that this journey is of the footpath. Some scholars believe that the earliest origin of Kavadiya was from Tretayuga. Shravan Kumar brought his parents from the Una region of Himachal to Haridwar and bathe them in the Ganges water.

Parashuram Ji had brought Ganga water from Gadmukteshwar barefoot to anoint this Shivling. Some scholars believe that Kavadiya was first started by Shravan Kumar in Tretayuga. Shravan Kumar brought his parents from Una in Himachal to Haridwar. He got them bathed in the holy Ganges. While returning, he brought Gangajal with him. And got his parents anointed with water on the Shivling of Shiva. From then on the Kavad Yatra started.
 
Kavad travel rules
At present, some people travel to Kavad according to their convenience. To be honest, the Kavad Yatra is a rule of thumb. Very strict rules have been made for the devotees during the journey. One should eat sattvic food during Kavad. One should live with sattvic. Kavad cannot be kept down during the journey. Putting down means your Kavad Yatra will not be successful. You can hang Kavad on some tree (a clean place). During the journey, you go barefoot to whatever time you have taken a vow.
